During my trip to South America in September, 2002, I paid a short visit to Uruguay. I only spent a few hours there. To get there, I took the hydro foil ferry from Buenos Aires to Colonia in Uruguay. The hydro foil ferry takes only about 45 min (as opposed to the regular ferry, which takes 1½ hours). You can go there in the morning and return in the afternoon.

Colonia is a somewhat sleepy but picturesque little town. The Historic Quarter of the City of Colonia del Sacramento is a UNESCO World Heritage Site. From what I could see (for instance a horse drawn cart on main street), Uruguay trails a little behind the other South American countries that I visited. But it is of course impossible to judge from just a few hours in one of the small cities.
